7500 Jefferson Blvd. Louisville, KY:  57 Acres of federally protected Wetlands, 7500 Jefferson Blvd:  Formerly a 57 acre tract designated as federally protected wetlands, now developed with a Target Store, Hobby Lobby, US post office, The South Central Regional Library, Jefferson Green Apartments, Nordstrom Rack, Ollies Bargain Outlet, Boot Barn, and other commercial businesses. The wetland tract, now fully developed, was bounded, Preston Highway to the west, Oaklawn Drive to the north; The Jefferson Mall to the east. AREAS OF SPECIALIZED EXPERTISE

Specific expertise in certain types of complex property appraisal, In addition to the many common types of commercial and industrial property appraisal, examples as follows:

Federally Protected Wetlands:  Federally protected wetlands are areas saturated with water that provide ecological benefits, now defined by the Supreme Court's Sackett v. EPA decision as those with a direct, continuous surface connection to navigable waters. This landmark ruling narrowed the scope of the Clean Water Act (CWA) Section 404, meaning only wetlands directly adjacent to a river, lake, or stream are subject to federal jurisdiction for activities like filling or discharging dredged material. While federal protections have been reduced, state and local regulations still apply to many wetlands, ensuring some level of protection remains. Appraisal of wetland properties required specialized knowledge which the appraiser acquired through study in 1995.

Religious Facilities:  Extensive experience appraising churches and other places of worship.

Automobile Dealerships:  Appraisal of large scale new car dealerships, medium sized dealerships, and used car lots.

Manufactured & Modular Homes in Rural Areas:  Manufactured homes are built in a factory, have a permanently attached steel chassis and wheels for transport, and are regulated by the federal Department of Housing and Urban Development (HUD) code. In contrast, modular homes are also built in sections in a factory but are transported to the site, assembled on a permanent, conventional foundation (like a crawl space or basement), and must comply with local, state, and national building codes for site-built homes. Mr. Hall has completed additional course work with regard to factor built homes and has completed numerous appraisals of such, in far reaching rural areas. This is considered a specialty of this appraiser.
